Who implements the project

The project is carried out by three parties, each with a distinct role.

National Ozone Unit

Within the Ministry of Environment and Physical Planning.

The Ozone Unit leads the project. It is the government body responsible for implementing the Montreal Protocol and the Kigali Amendment in North Macedonia. Its remit covers:

• enforcing national legislation on ozone-depleting substances and fluorinated greenhouse gases
• administering the HFC import quota system established by the Order published in Official Gazette 13/24
• maintaining the national records of registered and labelled equipment, and of certified service technicians and service shops
• issuing certificates and licences for handling refrigerants

If you need to confirm whether a technician holds a valid licence, or have a question about import quotas, the Ozone Unit is the right address.

UNIDO — United Nations Industrial Development Organization

Donor and implementing agency.

UNIDO is a specialised agency of the United Nations with a mandate for industrial development. In the cooling sector it is one of the implementing agencies of the Montreal Protocol and works with developing countries on the transition to low global warming potential technologies.

Funding for this project comes through the Multilateral Fund for the Implementation of the Montreal Protocol — the mechanism through which developed countries cover the incremental cost of the transition in developing countries.

UNIDO is technology neutral: it does not endorse any manufacturer or any particular technical solution. Its role is expert support, training and the transfer of experience.

Resources Environmental Center — REC North Macedonia

Implementing the public awareness campaign.

REC is an independent, non-profit organisation working on environmental issues through cooperation between institutions, business, professional associations and citizens.

In this project REC is responsible for the public awareness component: stakeholder mapping, producing information materials, running workshops and maintaining this portal. The Manual on energy efficiency of RAC systems was produced under this component.
